Evaluating the Current Status of Land Use and TheBorder Gate Economic Zone Dong Dang -Lang Son Development Plan

The study evaluated the current status of land use and the development plan implementation of the Border Gate Economic Zone Dong Dang - Lang Son with the purpose of finding out the disadvantages in land use and in the implementation of planning types that affect the development of the Border Gate Economic Zone. The research methods involvedcollecting secondary data and primary data, processing data by Excel and SPSS, and evaluating the development plan implementation of the Border Gate Economic Zone Dong Dang - Lang Son. Results showed that the current status of non-agricultural land use was extremely low, especially the land use for infrastructural facilities, production - business establishments and industrial zones. By 2017, several land use indicators of functional areas were delayed, so the plan goals were not achieved as initially set. The factors that influenced the plan goal implementation included: policy of attracting investors has been limited and difficulty in fund mobilization and change in land use purpose. According to the evaluation from land users, the plan was not well implemented due to slow process of planning and implementation, and there was no close linkage between the Border Gate Economic Zone development plan and the New Rural Construction plan.

This study aimed to analyze the policy implementation on social assistance in Bao Yen district, Lao Cai province. Based on the secondary data of Bao Yen district people's commitee and the results of a survey of 43 social affairs officers, along with 90 beneficiaries, the study shows that Bao Yen district had provided subsidies to 3,304 meritorious people, 2,687 poor households, 3,080 elderly people, 880 disabilities people and 21 orphans in 2022. Thanks to the efforts of the entire political system, social assistance activities were implemented synchronously and effectively. However, the implementation of policies in the district still had many shortcomings such as identifying the right beneficiaries, limited local budget, and the social affairs officers holding concurrent positions, affecting the effectiveness of policy implementation. The study proposed several solutions to strengthen the policy implementation of social assistance for Bao Yen district such as completing the apparatus for implementing social assistance policies; increasing the mobilization of non-budgetary resources; regularly inspecting and supervising the implementation of regimes and policies, and reforming administrative procedures in the social assistance.

This study aims to evaluate the results of implementing land use planning in Nho Quan district, Ninh Binh province. On that basis, groups of solutions were proposed to improve the results of land use planning implementation to meet the socio-economic development goals of the district in the next period. Questionnaire surveys were administered to managers, organizations, and land users followed by interviews. SPSS 20 software was used to analyze, evaluate, and identify factors affecting the results of implementing land use planning. The results showed that there were 6 groups of factors affecting the results of land use planning implementation in Nho Quan district (ranked in order from strong to weak), including: Economic factors (+0.363); Investment environment factors (+0.341); Legal factors (+0.302); Organizational and implementation factors (+0.298); Social factors (+0.287); and other factors (+0.285). Five groups of solutions were proposed to improve the results of land use planning implementation in Nho Quan district, including: Solutions on economic resources for implementing land use planning; Solutions to improve the investment environment; Solutions to ensure legality; Solutions to organize and monitor implementation; and other solutions
Assessment The Implementation of Some Land Use Rights in Tu Son Town, Bac Ninh Province

The study aimedto investigate the implementation of some land use rights (LUR) in Tu Son Town and proposedsolutions to improve the efficiency of implementation of LUR. The results showed that in the period 2010 - 2015, there were 4,293 transfer transactions, 1,757 donation transactions,7,915 mortgage transactions and 1,074 inheritance transactions in Tu Son Town. The procedure for implementing LUR at the Land Registration Office was easy to understand and implement. Most of the transactions were done according to the appointment.Theimplementation ofregulations related to LURandthe search forLUR transactions were relatively easy. However, fees, taxes and transfer taxes were high. In order to improve the effectiveness of implementation of LUR in Tu Son Town, the following comprehensive measures should be taken:enhancingpropagationand dissemination of laws, simplifyingimplementation procedures of LUR, increasing investment in facilities completingthe land use levy collection policy and buildinga comprehensive land database.

This research study reportsassessments of 250 farmhouseholdsin thetwo extremely difficult communesinThuong Xuan district, Thanh Hoa province on implementation of agricultural support policy for poverty reduction. Findings indicate thatthe majority of farmers expressed positive viewpoints on beneficiary identification process, accessibility, supports received and appropriateness of agricultural supportive policies for poverty reduction. Farmers also perceived that supportive policies have strong impacts on poverty reduction. However, poverty rate in the communes remainedhigh and reduced slowly. The situation was ascribedtoimproper beneficiary identification process, low accessibility of the poor, inappropriate planning, weak capacity for policy implementation and shortcomings in supportive policy design. The research also pointedout some measures to improve effectiveness and efficiencies of supportive policies for poverty reduction such as improvement of planning, renovating policy implementation process, propaganda of policies, enhancing implementers’ capacity, mobilizing resources and renovation of policy from free input subsidies to support a development of a full value change in agricultural productionandsettingout relief from supportive policies
An Assessment of One Commune-One Product (OCOP) Programme Implementationin Binh Lieu District, Quang Ninh Province

This study aims to assess the implementation of one commune - one product (OCOP) programme in Binh Lieu district, Quang Ninh province. The main analytical methods used in this study include the descriptive statistics and comparative analysis. The study results show that up to the end of 2019, there are 11 units that have participated the programme with 26 products of good brands, professional styles and compliance with national standards. However, the implementation of the programme still face with several limits of its organizational system, establishing the raw material supply area in the district, business management capacity of units participating OCOP programme, and OCOP product market development. The major measures implicated for enhancing the implementation of OCOP program me in Binh Lieu District include the improvement of the organizational system for OCOP programme, enhancement of proganda and dissemination for raising people’s awareness on OCOP program, capacity building for units participating OCOP programme, and promoting the OCOP product market development in the coming time.

This study aimed to assess the successes and shortcomings of policy implementation to support people with disabilities (PWD) in Lam Thao district, Phu Tho province. The study was based on secondary and primary information gathered from relevant subjects: PWDs who are able to communicate and answer questions (54 people), representatives of PWDs who cannot communicate (30 people), policy enforcement officers at the district level (8 people) and policy enforcement officers at commune level (18 people). The results showed that besides the positive impacts on the physical and spiritual life of PWD, the implementation of policies is still inadequate such as: identifying inappropriate beneficiaries, low social support, and a number of policies have not been implemented in the district such as public transport, public housing, cultural and sports services. In order to well implement the policy of supporting PWD in Lam Thao district, the study proposed some recommendations: Raising the standard of social support for PWD; Supplement allowances for PWD (monthly social benefits, health insurance cards and funeral costs); Innovating the process of identifying who are PWDs, and Paying more attention to policies supporting people with vocational training and job creation.

This study aimed to explore regulations implementation of farmers and to assess sustainable aquaculture in Thua Thien Hue province. Qualitative research was applied through 45 semi-structured interviews, two focus-group discussions and collecting involved secondary information. The gap between regulations and implementation of farmers resulted from habits and the freedom in production, lack of trust on the government, limited awareness, demand for livelihood and limitation in monitoring and controlling, which can negatively affect sustainable aquaculture at the locality.
Results of Policy Implementation Supporting the Development of Agricultural Cooperativesin Hanoi City in the Period 2012-2021

The aims of the present paper were to evaluate the results of the policy implementation in supporting the development of agricultural cooperatives, point out the shortcomings in policy implementation, and, finally,to propose some solutions to improve supporting policies for agricultural cooperatives in Hanoi city. Secondary data were collected from reports of Cooperative Alliance and Department of Agriculture and Rural Development. In addition, information collected from 90 agricultural cooperatives has been used to show the beneficiaries' assessment of the supporting policies. The research showed that while the preferential policies for credit, technology transfer, trade promotion and support for the establishment of new cooperatives played significant supporting roles, the other policies such as land allocation/land lease, infrastructure construction and product processing have not shown positive impacts on agricultural cooperative development. The crucial solutions that should be implemented include completing support mechanisms and policies, propagating for raising awareness about the role of agricultural cooperatives and supporting cooperatives in digital transformation.
Current Situation and Solutions for Implementation of Rights of Land users in Ninh Binh City, Ninh Binh Province

This study aimedto assess the current situation and propose some solutions to improve the efficiency of the implementation of the rights of land users in Ninh Binh city, Ninh Binh Province. Random sampling method was employed to select 160 land users and 30 officials for the survey and using Likert's 5-level scale for evaluation. During2017-2021periodthere were 60,361 dossiers of land use right. According to land users, 2/7 indicators were assessed atvery good level; 4/7 indicators assessed atgood level and 1 indicator atmedium level. According to the assessment of civil servants, thereweare 4/7 indicators atvery good level; 2/7 indicators are at good level and 1 indicatorataverage level. To improve the efficiency of the implementation of rights of land users, it is necessary to synchronously implement the following solutions: completingthe system of cadastral records and technical equipment; improvingthe quality of human resources.
Real State of Land Capitalization Through Land Allocation and Lease in Hanoi City for 2014-2020

The study analyses the current situation and proposes solutions to improve the efficiency of creating financial capital from land (land capitalization) through land allocation and land lease in Hanoi in the period of 2014-2020. The study applied data collection methods and used Microsoft Excel 2016 to process the data. Land capitalization brought about a significant source of revenue for the local economic and social development budget.For instance, land allocation of718.79haearnedVND 173,317.26 billionwhileannual land lease of2,020.33ha and land lease with one time full payment of 117.98ha earned total value ofVND 34,515.29 billion. However, the of areasfor land allocation or land lease showeda down-ward trend over the years until 2020. Therefore, land capitalization through land allocationandland lease in the future face severaldifficulties due to limited land. In the process of implementation, many mistakes in land valuation, methods of organizing the implementation and violations of land use appeared. The proposed solutions include: Improvingmechanisms, policies and methods of land allocation and land lease; Effective use of land valuation tools to determine land value; Inspectingand monitoringthe implementation.

One of the causes of unsustainable poverty reduction is the capability of staff and agencies that implement poverty reduction policies. Capability to implement poverty reduction policies is the ability to successfully realize the goals of poverty reduction policy. Capability to implement poverty reduction policies is focused on three factors: knowledge, skills and attitudes of staff in the policy implementation process from planning, propaganda, coordination, continuation, adjustment and monitoring the implementation of poverty reduction policies. Based on different perspectives and approaches, the paper conceptualizes the theoretical and practical issues of the capability to implement poverty reduction policies and establishes a solid scientific basis for research on enhancing capability to implement poverty reduction policies, which contributes to improved enforcement effectiveness and poverty reduction impacts of policies.

The purpose of this research is to analyze the impact of factors affecting the efficiency of implementing reverse logistics in packaging supply chainin Hung Yen province. This research was conducted with 225 samples using the direct interview method. After collecting and processing data, regression analysis was applied to evaluate the impact on the effectiveness of reverse logistics implementation. The results show that the effective of reverse logistics implemetntation was related to 5 factors: legal regulations and policies, level of technology application, consumer awareness and attitudes, level of collaboration, policies and resources of enterprises. Five solutions were recommended to enhance the efficient of reverse logistics implementation: enhancing the responsibility of manufacturers in implementing regulations on recycling and waste packaging responsibilities, promote cooperation on advanced technology transfer in the field of recycling; create a stable market for recycled products, promting the supply chain member collaboration and train human resources on reverse logistics management and recycling

Agricultural Extension is a key to promote agricultural development. As indicated in some researchesin Hanoi, beside the outstanding achievementsincontributing to agricultural developmentandeconomic restructuring in rural areas, the implementation of Agricultural Extension Policyalso faced with difficulties and constraints inthe approach, awareness, human resources, and policy implementation. The study results showed that although the activities on advocacy and policy training, retraining,andjob transfer were highly evaluated, some policies were still not really feasible due to the number of beneficiaries and scope of the policy. In addition, lack of qualified labour and low remuneration also affectedthe effectiveness and efficiency of policy implementation. The growing of world population and the increasing demand for meat and milk in the coming decades are posing challenges for the development of livestock industry in developing countries, including Vietnam. In this article we l briefly outlinedthe actual trends of application of reproductive technologies for the development of livestock industry in the 21 century,the current status of research and application of embryo transfer, in vitrofertilization, embryo sexing, cell and embryo cryopreservation and somatic cloning technique for both aspects of animal breeding and animal biodiversity conservation in Vietnam. By evaluating and analyzing the limitations of technology application due to the conditions of small-scale animal husbandry, the authors discussedthe necessary strategy for the further successful implementation of reproductive technologies.
Impact of New Rural Development Implementation on Operation Quality Improvement of the Irrigation System in Kien Xuong District, Thai Binh Province

This studyhas assessed the changing current status and the improvement of the operation quality of the irrigation system during the implementation of new rural development , thereby proposing solutions to improve the operational efficiency of the irrigation system. This has contributed to promoting the development of agricultural production in Kien Xuong district, Thai Binh province. The analysis of the changing current status and the operation quality of the irrigation system were based on the collection of secondary data sources from the Department of Agriculture and Rural Development of Kien Xuong district and Irrigation Works Exploitation Enterprise, and primary data collected from the farmer households survey in the district. During the period of new rural development (2010-2020), 100% of the electric pumping stations, 452 in-field dam culverts and 34 dike sluices were upgraded and renovated and 180.01 km of canals were lined. The irrigation system proactively provided water for 100% of the agricultural production area with 13,045 hectares and ensured sufficient conditions to meet the people's living requirements and the regulations on natural disaster prevention and control in place.
Current Status of Environmental Cost Management Accounting at Animal Domestic Feed Production Enterprises in Vietnam

This study aimed to reflect the performance of applying environmental cost management accounting (ECMA) at domestic animal feed production enterprises in Vietnam. Descriptive statistics technique was applied to describe the situation and implementation level of ECMA in 102 surveyed enterprises. Anova analysis was also used to compare and test the difference in the level of implementation of ECMA among enterprises which had different production scale. The research results showed that the environmental costs identified in domestic animal feed production enterprises included the cost of waste treatment, the cost of environmental management and prevention, and the cost of non-product output. However, there were very few enterprises that kept track of environmental costs on their own accounts and most of them did not establish norms and separately estimate environmental costs. Especially, none of enterprises had separate environmental costs reports; rather these costs were intergrated in the other expenses reports. Some recommendations animal feed production enterprises to compelete ECMA were proposed.
Land use Management in the New Rural Construction in Tho Xuan District, Thanh Hoa Province

The study aimed to assess the current situation and propose solutions for effective land use management in new rural construction in the Tho Xuan district. The research used the following methods: primary and secondary survey,evaluation according to Likert's 5-level scale, and assessment according to land use criteria. Using the random sampling method, 100 officers were selected for the survey. Regarding the implementation of land use planning, there were 9/30 land use indicators achieved at a very good level, 5/30 of them were good, 3/30 were at an average level, and 13/30 indicators were poor and very poor. Regarding land use management, 2/12 criteria were evaluated as very good; 7/12 criteria were rated as good; there were 2/12 criteria rated at an average level, and 01 criteria rated at poor level.Some solutions were proposed to improve the efficiency of land use management in new rural construction. To improve the efficiency of land use management, it is necessary to strengthen the unity and coherence of planning; monitor rigidly the implementation of the planning; build a master land database; plan and classify land use projects, strengthen propaganda and dissemination; and increase access to land.

Evaluating Policy Implementation Result of Payment for Forest Environmental Services In Da Bac District ofHoa Binh Province

Da Bac district, Hoa Binh province has started implementing the PFES policy since 2013. PFES is a mandated payment program from users of forest environmental services (FES) to service providers without using the state budget. Based on secondary and primary information gathered from various stakeholders related to PFES, this paper aims to assess the success and shortcomingsof PFES in Da Bac district.The results show that in2017, the area of forest protected by using PFES money has reached 90,35% of district's forest area; Income of 5.883 households has been increased; People's awareness of forest protection has been improved. However, there are still some difficulties in process of implementing policy, such as low PFES money received by the forest owners; limited propaganda activities; insufficient activities of checking and monitoring quantity and quality of forests after payment. Therefore, the paper suggests that it is essential to support households to increase their income from forests; propaganda activities on the policy should be consecutively encouraged, and a mechanism to check and monitor forest areas and forest quality should be developed...
Determining some Factors Affecting Land Inventory Work in Bac Ninh City, Bac Ninh Province

The study aims to identify the factors affecting the land inventory work in 2019 and propose solutions to improve the effectiveness of land inventory work in Bac Ninh city, Bac Ninh province. The methods used in the study were secondary and primary investigation; exploratory factor analysis (EFA), and linear regression analysis. The research results have identified 6 groups of factors affecting the results of land inventory in Bac Ninh city, i.e. document source (+0.361), implementation organization (+0.344), technical technology (+0.327), human resource (+0.326), funding source (+0.279) and legality (+0.211). From there, solutions were proposed to improve the effectiveness of land inventory work in Bac Ninh city. These were solutions to complete the cadastral map system and land database, legal solutions and implementation organization; technological and technical solutions, human resource solutions, and funding solutions.

Developing circular agriculture is an inevitable trend in the context that agricultural sector is facing with numerous challenges. However, the system of policies related to circular agriculture in Vietnam is still incomplete and dispersed across various documents. The guidance and standards for circular agriculture are not clearly defined, making implementation difficult. This paper employs a Narrative literature review method and in-depth interviews with central management officials, local management officials, and economic organizations in 11 provinces representing different ecological regions. The objective of the paper is to synthesize and analyze Vietnam's policy documents related to circular agriculture based on evaluations from stakeholders. Proposed solutions include improving the legal framework and standardizing circular agriculture, formulating policies to support and encourage investment in circular agriculture; disseminating and enhancing awarenessmong management officials and production facilities about circular agriculture policies.

Fruit production and consumption in Son La province have gained remarkable achievements in recent years thanks to the policy of encouraging the comprehensive development of the production, processing and consumption. Nevertheless, the export of fruit products in Son La is considerably low (less than 20% for all flagship fruits); many difficulties exist in production and processing; policies supporting the production and export of fruit products are incomplete. Using the methodology of policy overview analysis, descriptive statistics, comparative statistics, impact assessment of research policies, the study focused on addressing objectives and achieving the following results: (i) Systematizing the policies to encourage production for export of key fruit products in Son La province; (ii) Assess the results of policy implementation; (iii) Analysis of advantages, challenges and its reasons; and (iv) Proposing solutions to improve mechanisms and policies to encourage production for export of flagship fruit products in the province.

Multifunctional agriculture widely mentioned in the international literature is closely related to the multivalue agriculture direction in Vietnam recently in terms of a sustainable direction for agriculture in the context of increasing challenges. Based on the synthesis, analysis, and comparison of domestic and foreign scientific research documents, the article recommends that policymakers should apply a sequence of 03 approaches in order: by beneficiaries, by market, and by functions to build up perspectives, goals, and strategic solutions for multi-value agricultural development in Vietnam with specific priorities. The overarching perspectivethat needs to be emphasized is that developing multi-value agriculture is the task of the whole society, which needs to be implemented by developing close links between relevant actors. The key solutions are to support and raise awareness, and management skills of farm households to effectively implement combination strategies of expanding, restructuring, and increasing the depth of agricultural production and business activities.
Factors Affecting the Training and Qualification Quality for Cadres, Officials and Civil Servants of the Ministry of Labor, War Invalids and Social Affairs

The study aimed to identify the situation and analyze the factors that affect the quality of training and qualification for cadres, officials and civil servants of the Ministry of Labour, War Invalids and Social Affairs during 2015 - 2017 period. Using Exploratory Factor Analysis method,the study pointed out five groups of influencing factors and determined the degree of influence of each factor on the training and qualification quality. The factor groups exerted the impacts on training and qualifcation in following descending order: facilities for training, motivation force of learners, training course organization and implementation, profession and teachers quality and training program and training materials. Based on the research results, corresponding solutions for each factor group were proposed.
