The study was conducted to analyze the rungs and degrees of citizen participation in the northern mountains poverty reduction project - phase 2 in Sinh Phinh commune, Tua Chua district, Dien Bien province. This study also appliedthe Arnstein’s ladder of citizen participation (1969), descriptive statistics methodand comparative statistical methodto analyze the information. The result foundthat in most phases, people participated at the tokenism level and even at non-participation level. Only a small percentage of people participated in the project at empowerment level in some stages including: prioritizing their needs, contributing their resources and implementing the project. Therefore, to future poverty reduction projects, it is very important to improve the participation of people in these projects towards achieving sustainable poverty reduction in Vietnam.
