    Tóm tắt


    Phát triển hệ thống tài chính xanh phục vụ phát triển bền vững nông nghiệp - lĩnh vực trọng yếu trong Chiến lược tăng trưởng xanh của nước ta - là yêu cầu tất yếu. Trên cơ sở tổng quan các kết quả nghiên cứu trong và ngoài nước, bài báo làm rõ khái niệm, bản chất, công cụ, tác nhân liên quan trong hệ thống tài chính xanh và đưa ra một số gợi ý về chính sách tài chính xanh phục vụ mục tiêu phát triển bền vững nền nông nghiệp nước ta trong thời gian tới. Các gợi ý bao gồm: (i) cần xác định rõ mục tiêu tác động của chính sách tài chính xanh là phân bổ nguồn lực tập trung cho phát triển hàng hoá, dịch vụ công, xây dựng cơ sở hạ tầng phục vụ phát triển bền vững nông nghiệp; (ii) có cơ chế rõ ràng để khuyến khích, tạo động lực để các tác nhân tham gia vào hệ thống tài chính xanh; (iii) lựa chọn các lĩnh vực nông nghiệp ưu tiên với cơ chế cung cấp tài chính phù hợp (cho vay ưu đãi, tăng cường, hoặc chuyển giao rủi ro) để thúc đẩy chuyển đổi xanh hướng tới đạt được các mục tiêu phát triển bền vững.
