  The Jaccard index is a statistic used for comparing the similarity and diversity of sample sets. In this paper, we proposeda new similarity measure for picture fuzzy sets based on the Jaccard index.We then comparedthe proposed similarity measure with some existing similarity measures and showedthat the new similarity measure overcomes the restrictions of the existing similarity measures. Finally, we used this new similarity measure forthe data clustering problem.

• The Mangrove Flora in Thach Han and Ben Hai Rivers, Quang Tri Province

  The study was conducted in December 2019 and August 2020 to assess the status of mangrove flora distribution in the Thach Han and Ben Hai Rivers, Quang Tri Province. As a result, 16 species belonging to 13 families, 3 classes of 2 phyla (ferns and angiosperm) were recorded. The mangrove apple, Sonneratia caseolaris is the main species distributing in these areas, accounting for over 60% of the distribution. In Ben Hai, the majority of the area was occupied by natural mangrove apples that formed narrow strips along the river. In Thach Han, mangrove apples which were grown in the swampy tidal areas and aquaculture ponds were collected by the State for forest development. The distribution area of mangrove in Thach Han River was larger and higher indensitycompared with Ben Hai River. The average coverage rate was 84.0%. The average density was 72.4 individuals/100 m2. The results in this study have provided a general picture of the current status of mangrove distribution in these two areas.

  The study aims to assess land management and land useof economicorganizationswhich were assigned or leased land by the governmentin Me Linh. Thus, propose solutionsto enhanceland use efficiency, at the same time to limit the cases of breaking the Land law. The research used intergrated analysis and comparisonmethods. The result shows thatthere were 217economicorganizationswhich wereassigned or leased land with a total area of ​​927.50 ha in Me Linh District. 25 organizations used the land for improper purposes with an area of 14.27 ha; 9organizations used land for leasing to another organization with an area of 13.20 ha; 5 organizations had land in dispute with an area of 13.10 ha; 16 organizations used land as a join capital in business with an area of 34.74 ha and 13 organizations with 84.55 ha of land which have not put in to use yet. To remedy thesesituations, it is necessary to promulgate appropriate policies and laws, economical solutions, scientific solutions and management solutions.
