    Abstract


    The article discussed several theoretical issues related to digital competence of university undergraduate students using information and data from domestic and international relevent publication. The article focused on some key aspects: the concept and the role of digital competence for undergraduate students, the major digital competence frameworks developed in Vietnam and in the world. The review of existing studies revealed that digital competence is one of the key competencies for students to effectively engage in learning and working in open educational environments and digital society. Different digital competence frameworks have been developed globally, and the European Commission’s DigComp 2.1 was considered as one of the most comprehensive. In Vietnam, the digital competence framework for learners issued by the Ministry of Education and Training served as the primary tool for assessing digital competence for learners, however it does not fully addressing specific digital competencies needed by undergraduate students. The article, therefore, suggests a digital competence framework for undergraduate student, including 6 main competency groups divided into 18 component criteria.
