In the context of increasingly developing agriculture, effective agricultural waste management has become urgent. Circular management of agricultural waste and by-products is regarded as an optimal solution. The article reviews the theoretical basis of circular agricultural waste and by-product management, analyzes management models in Vietnam, identifies challenges in transitioning to a circular economic model, and proposes solutions to promote circular agricultural by-product management. The information in this article was synthesized from various international and domestic studies. The results indicate that the circular management of agricultural waste and by-products still encounters several challenges, including a lack of coordination among stakeholders, insufficient support policies, inappropriate technologies, and low public awareness. To address these issues, it is essential to enhance policy support, increase investment in waste treatment and recycling technologies, and strengthen communication efforts to raise public awareness, thereby creating sustainable economic value from the reuse of agricultural by-products
