Policy Implementation of Support Policy  for Fisheries Development in Coastal Area of Hung Yen Province

    Abstract


    This paper analyzed the implementation of policies supporting the development of coastal aquaculture of Hung Yen Province in the context of restructuring the spatial framework for the marine economy. The study combined secondary data from state management reports with primary data collected through surveys of 40 management officials and 160 beneficiaries. Descriptive statistical methods and qualitative analysis were applied to process and analyze the data. The results indicate that support policies contributed to the expansion of concentrated aquaculture zones, promoted the adoption of technical advances, and increased the area under high-technology aquaculture. However, policy implementation effectiveness remained uneven, revealing limitations in access to legally secured land, specialized irrigation infrastructure, access to credit, quality of training and extension services, and the sustainability of trade promotion activities. Based on these findings, the paper proposed solutions including improving land policies and aquaculture zoning, prioritizing investment in aquaculture infrastructure, reforming training and extension services, strengthening value chain linkages, and enhancing the effectiveness of policy monitoring and evaluation.
