    Tóm tắt


    Bài viết tập trung một số vấn đề lý luận cơ bản về phát triển bảo hiểm xã hội tự nguyện - một trụ cột quan trọng trong hệ thống an sinh xã hội đa tầng, góp phần mở rộng diện bao phủ, nâng cao phúc lợi xã hội và bảo đảm công bằng cho người lao động đặc biệt là lao động khu vực phi chính thức. Nghiên cứu sử dụng phương pháp phân tích tổng quan hệ thống, kết hợp phân tích nội dung và chủ đề từ các công trình khoa học trong và ngoài nước, nhằm làm rõ khái niệm, đặc điểm, nội dung và các yếu tố ảnh hưởng đến phát triển bảo hiểm xã hội tự nguyện. Kết quả cho thấy, phát triển bảo hiểm xã hội tự nguyện không chỉ dừng lại ở việc gia tăng số lượng người tham gia mà cần được tiếp cận toàn diện trên nhiều khía cạnh: mở rộng phạm vi bao phủ, đảm bảo tính bền vững tài chính, nâng cao chất lượng quản trị và hiệu quả thực thi chính sách. Phát triển bảo hiểm xã hội tự nguyện đòi hỏi phải đổi mới phương thức quản lý và tổ chức thực thi, ứng dụng công nghệ số trong cung cấp dịch vụ công, đồng thời đa dạng hóa hình thức đóng - hưởng để phù hợp với điều kiện kinh tế hộ gia đình và nhu cầu của người lao động
