Assessing Influencing Factors and Proposing Solutions to Improve the Results of implementing Land use Planningin Nho Quan District, Ninh Binh Province

This study aims to evaluate the results of implementing land use planning in Nho Quan district, Ninh Binh province. On that basis, groups of solutions were proposed to improve the results of land use planning implementation to meet the socio-economic development goals of the district in the next period. Questionnaire surveys were administered to managers, organizations, and land users followed by interviews. SPSS 20 software was used to analyze, evaluate, and identify factors affecting the results of implementing land use planning. The results showed that there were 6 groups of factors affecting the results of land use planning implementation in Nho Quan district (ranked in order from strong to weak), including: Economic factors (+0.363); Investment environment factors (+0.341); Legal factors (+0.302); Organizational and implementation factors (+0.298); Social factors (+0.287); and other factors (+0.285). Five groups of solutions were proposed to improve the results of land use planning implementation in Nho Quan district, including: Solutions on economic resources for implementing land use planning; Solutions to improve the investment environment; Solutions to ensure legality; Solutions to organize and monitor implementation; and other solutions
Determining some Factors Affecting Land Inventory Work in Bac Ninh City, Bac Ninh Province

The study aims to identify the factors affecting the land inventory work in 2019 and propose solutions to improve the effectiveness of land inventory work in Bac Ninh city, Bac Ninh province. The methods used in the study were secondary and primary investigation; exploratory factor analysis (EFA), and linear regression analysis. The research results have identified 6 groups of factors affecting the results of land inventory in Bac Ninh city, i.e. document source (+0.361), implementation organization (+0.344), technical technology (+0.327), human resource (+0.326), funding source (+0.279) and legality (+0.211). From there, solutions were proposed to improve the effectiveness of land inventory work in Bac Ninh city. These were solutions to complete the cadastral map system and land database, legal solutions and implementation organization; technological and technical solutions, human resource solutions, and funding solutions.

Sustainable Poverty Reduction in Kim Boi Disrtict, Hoa Binh Province

The aim of the study was to assess the current situation of implementing poverty reduction solutions, thereby proposing solutions to improve sustainability in sustainable poverty reduction in Kim Boi district, Hoa Binh province. The study used descriptive and comparative statistics methods to analyze the situation of implementing sustainable poverty reduction solutions. Primary data were collected from 100 poor ethnic minority households in 16 communes and 20 staff members of the district and communes. Results showed that the poverty reduction programs have contributed to reducing the poverty rate in the district by 4.97% each year butnot ensured sustainability, and the rate of re-poverty was still high. The study proposed several solutions to overcome the difficulties in the process of implementing sustainable poverty reduction solutions. Among the solutions, effective capital use through the implimetaion of support mechanisms for the poor ethinic minority households to creat sustainable livelihoods needs to be paid attention.
Consumer Awareness of Low-Quality Chemical Fertilizers in Bao Thang District, Lao CaiProvince

The research was conducted in Bao Thang district, Lao Cai province to assess consumer awareness of low-quality chemical fertilizers. The information was collected through group discussion, in-depth interviews with stakeholders in fertilizer management and business, as well as a survey with a questionnaire administered to 90 consumers across 3 communes with large agricultural areas in the district. The results showed that consumers faced the most difficulty in recognizing the visual characteristics of low-quality fertilizer packaging. Regarding the harmful effects of low-quality fertilizers, most people could relatively recognize them, but the awareness of how to handle low-quality fertilizers was limited. Some challenges to consumer awareness include the sophistication in the strategy of producing low quality fertilizers, the sources of information available to consumers, and consumer characteristics. The study proposes several solutions to enhance consumer awareness of low-quality fertilizers, focusing on solutions for consumers, solutions for the district authority, and solutions for reputable fertilizer suppliers.
Barriers and Solutions Proposed for Scaling - out the Sustainable Rice Productionin the Mekong River Delta

Sustainable rice production (SRP) is one of the solutions to help increase the value of rice, while contributing to reducing greenhouse gas emissions to achieve the government's Net zero goal. Implementing and scaling-out SRP meeting standards are a challenge for the rice industry and localities. This study aimed to assess the current situation,barriers and influencing factors to propose solutions for developing the SRP in the Mekong Delta. The study surveyed 318 farming households implementing the SRP standard in 3 provinces An Giang, Dong Thap and Can Tho in 2022. Besides descriptive statistics, the study used binary regression to determine influencing factors and level of compliance with SRP standards. The results show that about 7.2% of farming households met the SRP standard. The education level of the household head, land area size and contract production exerted a positive influence on the probability of meeting the SRP standard. Proposed solutions to increase the proportion of farming households that meet SRP standards are to improve farmer capacity, increase the proportion of young people in production, and improve straw collection and stubble treatment, local service infrastructure, and contract farming according to the rice value chain approach.
Current Situation and Solutions for High-tech Agriculture Development in Ho Chi Minh City

The purpose of this study is to assess the current situation and propose solutions for developing high-tech agriculture in Ho Chi Minh city. The data compiled from reports of the Department of Statistics, Department of Agriculture and Rural Development, People’s Committee of Ho Chi Minh city and survey results were analyzed using descriptive statistics and synthetic, comparative and inductive methods. The research results showed that high-tech agricultural production of Ho Chi Minh city has achieved high efficiency in terms of economic, social and environmental aspects. The production value accounted for 59.3% of the city’s total agricultural production value and the average growth rate reached 123.12%/year in the 2010-2020 period. High-tech agricultural production (vegetables, orchids, pigs, dairy cows, shrimp, ornamental fish) of households achieved high economic efficiency, output increment, income improvement, reduction of damage rate, produce traceability, consumption market stability and close linkage with traders. The solutions for planning, developing production forms, promoting technical application, attracting investment, developing joint production, preprocessing/processing and product consumption were recommended for the development of hi-tech agriculture in Ho Chi Minh city.
Effect of the Different Organic Nutrient Solutions on the Vegetative Growth, Yield and Quality of Water Spinach Cultivated by Using Circulating Hydroponic Technology and Growth Media Bed

To determine the kind of organic nutrient solution which is conformed to the circulating hydroponic technology by using the growth media bed for water spinach. Experiment 1 was conducted to evaluate the effect of different concentrations of V.M 1954 organic nutrient solutions (0.5‰, 1.5‰ and 2.5‰) on the growth, productivity and quality of water spinach in summer season 2017 at Center for Organic Agriculture Promotion and Studies, Vietnam National University of Agriculture. The results showed that the concentration of 1.5‰ was optimal for the growth, development and productivity of water spinach. To further evaluate some more types of organic nutrient solutions as a hydroponic solution, experiment 2 was carried out to determine the effects of 03 types of organic nutrient solutions (V.M 1954, Vegano and TNC Hume) to the growth, yield and quality of water spinach by using a circulating hydroponic system and growth media bed in summer and summer-autumn seasons, 2019. The attained results indicated that the V.M 1954 organic nutrient solution was the best for the growth, yield and quality of water spinach. From the results of experiment 1 and 2, we have confirmed that water spinach could fully grow and well develop for good productivity and quality, and simultaneously reduce pests and diseases when grown in circulating hydroponic technology using growth media bed with organic nutrient solution V.M 1954 (1.5‰ concentration).

In recent years, cloud computing is growing very strongly in computer science. It plays an important role and position in the process of implementing information technology projects. It has a powerful computing architecture based on the Internet. This technology brings many conveniences to users, but the biggest fear is its safety and security. Security challenges increased with increased cloud usage. That's why many organizations have also implemented projects to provide better security solutions for customers. On the other hand, security experts are also making efforts to research better security solutions. This article presents an overview of the development of cloud computing, its advantages, deployment models and services provided by cloud computing. At the same time, the article summarizes the important challenges in security and privacy in cloud computing, classifies the diverse existing solutions, and compares their strengths and limitations as well as the future research directions.

In recent year, maize is gradually becoming a kind of agricultural commodities which aims to reduce poverty for farmers in the Northwest region, especially in the two provinces of Son La and Hoa Binh. The survey results show that income from maize production constitutes a high proportion of the income structure of farm households in this area. However, maize acreage and yield annual area are declining. The farmers in the Northwest now faces major problems such as the shortage of capital for production, the rapid rising input cost, especially maize seeds and fertilizers. In addition, transport systems, storage systems, and the consumption of maize are still low, which are also the major challenges to the developm ent of maize production in this area. Therefore, to develop commodity maize production in the Northwest region, the solutions offered are going to focus on those aspects: the methods to control soil erosion and exhaustion, transportation system development, maize consumption system diversification, technical support and the encouragement of maize storage system construction for farmers, maize varieties research to select the adapted seeds to the ecological conditions, utilizing the organic inputs instead of inorganic fertilizer and finally the preferential policies that Government should have to encourage maize production.
Some Solutions for Developing Contract Integration inProduction - Consumption of Rice in Dong Thap Province

This study aims to analyze and evaluate the performance of contract integration in production - consumption of rice in Dong Thap province, from which proposed some solutions for developing contract integration in production -consumption of rice. Through field research, historical and comparative research, studies of situations, this paper discovered 4 issues arising from the performance of contract integration in production -consumption of rice, including: i) the forms of contract integration in production -consumption of rice is not appropriate; ii) capacity of farmers and enterprises are weak and; iii) the State has not fully played its role in developing contract integration of production -consumption of rice; iiii) cooperatives and cooperative groups have not well done their role in the cooperation of production -consumption of rice. Since then, the paper has proposed four solutions to develop forms of contract integration in production -consumption of rice in Dong Thap province, including i) replicate and develop the form of contract integration in production -consumption of rice, which enterprises hold the role of nuclear in supply of production inputs and purchasing rice of farmers; ii) support and facilitate capacity building of farmers and enterprises; iii) strengthen and promote the role of the State in the production and consumption of rice through contracts; iiii) strengthen and develop cooperatives and cooperative groups.

Multifunctional agriculture widely mentioned in the international literature is closely related to the multivalue agriculture direction in Vietnam recently in terms of a sustainable direction for agriculture in the context of increasing challenges. Based on the synthesis, analysis, and comparison of domestic and foreign scientific research documents, the article recommends that policymakers should apply a sequence of 03 approaches in order: by beneficiaries, by market, and by functions to build up perspectives, goals, and strategic solutions for multi-value agricultural development in Vietnam with specific priorities. The overarching perspectivethat needs to be emphasized is that developing multi-value agriculture is the task of the whole society, which needs to be implemented by developing close links between relevant actors. The key solutions are to support and raise awareness, and management skills of farm households to effectively implement combination strategies of expanding, restructuring, and increasing the depth of agricultural production and business activities.
Solutions to Enhancing the Quality of Soft Skills Training at the Vietnam National University of Agriculture

Soft skills are considered essential for individual success. Teaching soft skills in universities helps students enhance their soft skills and provides necessary complement to hard skills. This study aimed to assess the current status of soft skills training quality at the Vietnam National University of Agriculture and propose solutions to enhance the quality of soft skills training. The study conducted survey from 493 students, 23 lecturers, and 32 employers, and employed descriptive statistical methods, particularly principal component analysis, to analyze the current situation and factors influencing the improvement of the quality of soft skills training. The research revealed that the Vietnam National University of Agriculture has been offering soft skills training since 2016, covering 10 skills according to the learning outcome standards. Over 6 years training, more than 61,000 students were trained for soft skills. Based on evaluation from employers, teachers, and students, 70% of them were rated good or excellent for the quality of soft skills training. However, to further improve the quality of soft skills training at the university, it is necessary to focus on solutions related to program design, training organization, evaluation methods, infrastructure, teaching faculty, teaching methods, policies, and financial support. These efforts will contribute to enhancing the overall training quality.
Improving the Quality of Commune-Level Cadres and Civil Servants in Tan Lac District, Hoa Binh Province, Vietnam

This study aimed to analyze the current situation and propose solutions to improve the quality of cadres and civil servants at the commune level in Tan Lac district, Hoa Binh province. The study conducted a survey of 130 representative respondents and utilized descriptive statistics., comparison and scoring and ranking methods for data analysis. The research results showed that the quality of cadres and civil servants at the commune level in Tan Lac district has met the current job requirements and was improving in all aspects. Basically, commune-level civil servants in Tan Lac district experienced professional qualifications. They possessed experience and understanding of the actual situation of the locality; spirit of solidarity and responsibility, acceptable working style, morality andlifestyle. However, there were still some commune-level civil servants who are still limited in terms of trained professional knowledge, problem solving skills and working attitude. Some solutions were proposed to improve the quality of cadres and civil servants at the commune level in Tan Lac district are as follows: Improving the quality of planning for cadres and civil servant development at the commune level; Renovating the recruitment of cadres and civil servants at the commune level; Strengthening the training and retraining of cadres and civil servants at the commune level; Completing the assessment of cadres and civil servants at the commune level; and Accelerating the implementation of solutions to create work motivation for cadres and civil servants at the commune level.
Current Situation and Solutions for Implementation of Rights of Land users in Ninh Binh City, Ninh Binh Province

This study aimedto assess the current situation and propose some solutions to improve the efficiency of the implementation of the rights of land users in Ninh Binh city, Ninh Binh Province. Random sampling method was employed to select 160 land users and 30 officials for the survey and using Likert's 5-level scale for evaluation. During2017-2021periodthere were 60,361 dossiers of land use right. According to land users, 2/7 indicators were assessed atvery good level; 4/7 indicators assessed atgood level and 1 indicator atmedium level. According to the assessment of civil servants, thereweare 4/7 indicators atvery good level; 2/7 indicators are at good level and 1 indicatorataverage level. To improve the efficiency of the implementation of rights of land users, it is necessary to synchronously implement the following solutions: completingthe system of cadastral records and technical equipment; improvingthe quality of human resources.
High-Tech CantaloupeCultivationin Tay Ninh Province -Current Situation and Solutions

This research aimed to understand the current situation of high -tech cantaloupe cultivation in recent years, find out existing problems so as to provide solutions which develop high -tech cantaloupe cultivation in Tay Ninh province in the future. Secondary data were collected from documents of local reports and relevant previous researches. Primary data were gathered through survey of 20 households practicing high tech cantaloupe cultivation in Tay Ninh province. Results of the research show that areas for growing cantaloupe were concentrated in urban areas where cultivated land was limited and the growers were not aware of high-tech cultivation. The packaging and preservation were not done promptly at harvest which may affect quality of product. The households did not actively access to stable consumption channel. Some solutions to develop high-tech cantaloupe cultivation in Tay Ninh province -a strong agricultural province - were recommended.
Current Situation and Solutions for Developing Shan Tuyet Tea Production in Bac Yen District, Son La Province

The present study analyzed the current situation and proposed solutions to develop Shan tuyet green tea production in Bac Yen district, Son La province. The study surveyed 90 Shan tuyet tea producing households, 15 government officials, 5 input suppliers and consumers in Bac Yen district. Descriptive and comparative statistics and costs and returns analysis were used to assess the current situation of Shan tuyet tea production development in Bac Yen district. The results showed that the productivity of Shan tuyet tea in Bac Yen was low and the processing and preservation technology were backward. In addition, the supports in the past time were not timely and at low level; the infrastructure of the tea production area was still lacking and weak together with a weak market connectivity rendering lower efficiency of Shan tuyet tea production as compared to its potential. Therefore, a number of solutions for the development of Shan tuyet tea production in Bac Yen district were proposed such as planning tea areas, investing in infrastructure, strengthening agricultural extension and technology transfer, capital support, trade promotion, and tea production development associated with tourism development.
Enhancing the Antimicrobial Activity of Pectin-Alginate Biofilm and its Application in Preservation of Fresh Passion Fruits (Passiflora edulisSims)

The present study was aimed to enhance the antimicrobial activity of Pec-Alg film-forming solution. Nanobubbles (NBs), cinnamon essential oil (Cinna) and chlorine (Chlo) were three potential substances added to Pec-Alg solutions. The microbial inhibitory effect was evaluated in vitro, and the Pec-Alg solutions were directly applied to passion fruits to evaluate the antimicrobial effect, the rate of disease transmission during storage, and the quality changes of passion fruit through physiological, mechanical and biochemical parameters. The results showed that the solutions of Pec-Alg supplemented with NBs or Cinna or Chlo all had high inhibitory effect in vitro conditions with 86.7%, 74.1% and 93.6%, respectively. Moreover, they had a positive inhibitory effect on microorganisms on passion fruits in the following order: Pec-Alg-Chlo > Pec-Alg-NBs > Pec-Alg-Cinna, of which Pec-Alg-Chlo solution had the highest inhibitory effect, reaching 84.4% at 1 hour after coating and 43.6% after 30 days of storage.They were also significantly effective to limit the rate of disease transmission during storage, contributing to prolong the shelf life of passion fruits up to 33 days, which means an increase of 15 days compared to the control and an increase of 9 days compared to Pec-Alg coating without addition ofany antimicrobial agents.
Factors Influencing the Income of Khmer Minorities in Kiên Giang Province

The study seeks to identify the factors influencing Khmer household income in order to propose solutions to help increase income and improve the living conditions of Khmer people in Kien Giang province. The study used descriptive statistics and least squares regression analysis to determine the factors affecting the income of Khmer ethnic households in Kien Giang province. There were three factors that positively affected the income of Khmer households in Kien Giang province, namely education, arable land, and means of production. Therefore, in order to increase income, solutions such as increasing qualified resources for Khmer households, developing diverse income-generating activities, and providing support for production means must be implemented. In addition, natural disasters and epidemics also exerted a negative impact on the income of Khmer households. Thus solutions to minimize the impact of natural disasters on agriculture are necessary.
Overview of Credit for Farm Development

The farm with the outstanding features of large-scale agricultural commodity production, fully participating in input-output markets has been identified as one of the important economic organizations to restructure the agricultural sector industry, increasing competitiveness for sustainable agricultural development. However, lack of financial capital makes farm owners difficult to expand. Credit and access to credit were identified as the important and decisive solutions for farm development. This article reviews the theoretical and practice for farm development and identifies influencing factors in order to generalize proposed solutions to increase access to credit for farm owners and to propose solutions to help farm owners overcome difficulties in access to credit for the developmentof farm production scale in the coming time.
Solutions to Sustainable Poverty Reduction for Ethnic Minority: A case study of La Ha Ethnic Minority Group in Quynh Nhai District, Sơn La Province

The study aimed to assess the current situation and propose solutions to sustainable poverty reduction for the La Ha ethnic group in Quynh Nhai district, Son La province. The study surveyed 20 officials in charge of managing and implementing poverty reduction policies at district and commune levels, and 120 households including the poor, near-poor households, and households escaping from poverty (75 La Ha ethnic group households and 45 Thai ethnic group households). It was found that, over the past time, there had been many poverty reduction policies, programs, and projects implemented in ethnic minority and mountainous areas, the life of the La Ha people in Quynh Nhai was much improved. However, the proportion of poor households in La Ha ethnic group was still high (43% in 2019), the material and spiritual life of the La Ha ethnic group was still faced with many difficulties; people's intellectual level was still very low, the illiteracy rate was still high, medical examination and treatment and health care for the people were still limited. Therefore, it is necessary to effectively implement the related policies to sustainably reduce poverty for La Ha people in Son La province, such as: (1) integrated investment in rural infrastructure; (2) Promotion of the application of scientific and technical advances in production; (3) Improvement of the accessibility and efficiency of concessional loans; (4) promotion of vocational training for rural workers, encouraging startup, labor exportation; (5) raising awareness of the people about the importance of education and improvement of the quality of general education.

This study aimedto assess the current status of attracting the investment of enterprises and proposedsolutions for enhancing the investment of enterprises in the agriculture sector in Hoa Binh province.This study collected information from150 agricultural enterprises and 90 local government officialsin Hoa Binh. Hoa Binh paid much attention and issued many policies and solutions to improve the investment environment, enhance competitiveness and attract enterprises to invest in agriculture sector. As of 2018, therewere525 projects in the province, of which only 59 wereagricultural projects (accounting for 11.2%), with total investment of 14.5 trillion VND. However, the results obtained from attracting enterprises’ investment in agriculture were stilllow, not commensurate with the potential and advantages of the province.Therefore, there are a number of solutions should be implementedin order to effectively and sustainably attract enterprises investing in agriculture sector in Hoa Binh such as: completing and well-implementing policies on land, credit and human resource improvement; reforming administrative procedures and improving the investment environment; investing in upgrading and completing infrastructure for agricultural production; improving the capacity of cooperatives; Integrating sectoral and product plannings into general socio-economic planning.

The purpose of the study was to understand the current situation and to propose solutions for human resource management in pesticide trading enterprises in Northern Vietnam. The results show that the human resource management activities of plant protection business enterprises in Northern Vietnam paid attention and brought certain results. However, the implementation of activities is still limited, such as: not yet considering human resource planning as an important task, which requires short-term battles, difficulties in recruiting people, and training that do not pay attention to the needs of learners. should not bring high efficiency, businesses try to pay high salaries but have not created the effort and commitment of workers. The main proposed solutions include: Appreciating the work of human resource planning; proactively accessing recruitment sources and comply with the recruitment process; build a performance evaluation system for scientific workers; pay attention to the training needs to improve the qualifications of workers, diversify training methods and enhance evaluation of training results; defining clear remuneration criteria, promoting the role of non-financial remuneration tool.
Solutions to Complete the LandAcquisitionfor Development of Infrastructure and Urban Improvement in Nam Dinh City, Nam Dinh Province

A study was conducted in Nam Dinh city, Nam Dinh province, to evaluate the current situation and propose solutions for land acquisition. Results showed that in the 2010-2017 period, the city of Nam Dinh carried out land acquisition in 41 projects with a total area of 86.81 ha for infrastructure and urban improvement. The investigation results of 400 households and individuals whose land was recovered showed that the land acquisitionin Nam Dinh city was carried out in accordance with the procedure; however, a small percentage of households assessed that the determination of land price and support were not appropriate. The SWOT analysis of land acquisitionin Nam Dinh city suggested four following solutions to overcome the weaknesses of land acquisition: (1) rearranging organization of land acquisition, compensation, support and resettlement; (2) managing and updating cadastral files; (3) mobilizing capital; and (4) propagating and disseminating land legislation.
Assessement of Land Management and Land Use of Economic Organizations Which Were Assigned or Leased Land by the Government in Me Linh District, Ha Noi City

The study aims to assess land management and land useof economicorganizationswhich were assigned or leased land by the governmentin Me Linh. Thus, propose solutionsto enhanceland use efficiency, at the same time to limit the cases of breaking the Land law. The research used intergrated analysis and comparisonmethods. The result shows thatthere were 217economicorganizationswhich wereassigned or leased land with a total area of 927.50 ha in Me Linh District. 25 organizations used the land for improper purposes with an area of 14.27 ha; 9organizations used land for leasing to another organization with an area of 13.20 ha; 5 organizations had land in dispute with an area of 13.10 ha; 16 organizations used land as a join capital in business with an area of 34.74 ha and 13 organizations with 84.55 ha of land which have not put in to use yet. To remedy thesesituations, it is necessary to promulgate appropriate policies and laws, economical solutions, scientific solutions and management solutions.
