Solition to the Management of Labor Export Activities of Labor Export Enterprises in Hanoi

The purpose of the study was to understand the current situation and to propose solutions for labor export management issues at labor export enterprises in Hanoi. The results showed that the management activities in those labor export enterprises strictly followed processes and achieved certain efficiency. However, the implementation processes has revealed many shortcomings, such as un-seriously in planning, mass recruitment and training... The main factors affecting these included unqualified staff involving in managing labor export activities and labor export supply and unapproapriate labor export policy. Eight groups of solution proposed included good planning, strengthening marketing and market development activities, improving recruit process, enhancing the quality of vocational education and training, strengthening the overseas labor management, enhancing control, evaluation and adjustment and improving the capacity of the labor managers.

Nghiên cứu này tập trung phân tích các tố ảnh hưởng đến chất lượng lao động trong ngành tiểu thủ công nghiệp tỉnh Bắc Ninh. Nghiên cứu dựa trên kết quả phỏng vấn 261 người lao động về 48 tiêu chí khác nhau trong lý thuyết về chất lượng lao động. Phân tích nhân tố khám phá và mô hình hồi quy được sử dụng nhằm nhóm các tiêu chí trên và phân tích ảnh hưởng của các yếu tố trích xuất đến chất lượng lao động. Các yếu tố trích xuất bao gồm: Chính sách phúc lợi người lao động, điều kiện làm việc, cơ hội nghề nghiệp, trình độ giáo dục và đào tạo, chính sách lương thưởng, điều kiện máy móc thiết bị, hệ thống chăm sóc sức khỏe người lao động. Kết quả mô hình hồi quy cho thấy các yếu tố trích xuất trên có mối quan hệ tương quan thuận với chất lượng lao động ngành tiểu thủ công nghiệp. Nhằm nâng cao chất lượng lao động ngành tiểu thủ công nghiệp tỉnh Bắc Ninh, các cơ quan chính quyền địa phương và các doanh nghiệp tiểu thủ công nghiệp cần cải thiện điều kiện làm việc cho người lao động, cung cấp các khóa học và đào tạo chuyên môn thích hợp và đồng thời chú ý nhiều hơn đến công tác chăm sóc phúc lợi người lao động và cơ hội nghề nghiệp. Chính sách lương thưởng, điều kiện máy móc trang thiết bị và hệ thống ý tế hiện tại được duy trì ở mức độ hài lòng đối với đa số người lao động.
Factors Influencing The Quality of Vocational Training for Rural Labors: Theories, Practices and Lessons for Vietnam

Vocational training for rural laborers plays an important role in transforming the labor structure, the economic structure, contributingto the implementation of plans for socio-economic development, hunger eradication, poverty reduction, and social security assurance. The objective of the article was to synthesize theoretical and practical issues about improving the quality of vocational training for rural laborers. The study analyzed 3 factors of the quality of vocational training and 7 factors influencing the quality of vocational training for rural laborers, including system of policies and strategies; organization and management system; the degree of openness of the vocational training system; teacher; infrastructure; financial resources and budget; quality assurance. In addition, the study has synthesized typical practical bases related to vocational training in the country and internationally, thereby drawing lessons from experience in Vietnam.
Strengthening Labor Vocational Training for High-Tech Agricultural Development in Hanoi City

This article aimed to assess the current status, then to propose solutions to improve labor quality in order to meet the demand for the development of hi-tech agriculture in Hanoi city. By synthesizing secondary data, the research results show that there was a serious shortage of labor force who could apply high-tech into agricultural production in Hanoi city. The number of agricultural workers who were recruited by enterprises after they took the vocational training on traditional occupation was only 2.3%. The main reasons are that the workers themselves were not aware of the importance of high-tech agricultural vocational training; vocational teachers had not been trained to improve their qualifications; training institutions were in shortage of practical equipment, and vocational training programs only focused on the field of production, not on product processing and marketing. Therefore, the necessary solutions to improve the quality of agricultural labor training for high-tech agriculture are to develop and update the training programs, to build capacity for vocational teachers, to strengthen social communication, to promote coordination among stakeholders, and to mobilize resources on high-tech agriculture training.
Factors Affecting the Training and Qualification Quality for Cadres, Officials and Civil Servants of the Ministry of Labor, War Invalids and Social Affairs

The study aimed to identify the situation and analyze the factors that affect the quality of training and qualification for cadres, officials and civil servants of the Ministry of Labour, War Invalids and Social Affairs during 2015 - 2017 period. Using Exploratory Factor Analysis method,the study pointed out five groups of influencing factors and determined the degree of influence of each factor on the training and qualification quality. The factor groups exerted the impacts on training and qualifcation in following descending order: facilities for training, motivation force of learners, training course organization and implementation, profession and teachers quality and training program and training materials. Based on the research results, corresponding solutions for each factor group were proposed.
Efficiency of Vocational Training for Rural Labors in Dak Lak Province: Current Status and some Solutions

This study was to evaluate the efficiency of vocational training for rural labor in Dak Lak province based on different perspectives and participants' views. The respondents involved are 49 Officials of the State Management of Vocational Training, 40 vocational training institutions, 223 teachers, 450 vocational trainees and 15 employers. In gathering the data, a survey with questionnaires and interviews was conducted. In the analysis of the data collected, descriptive, statistical division, and scoring methods were used. Results showed that the vocational training for rural labor in the province of Dak Lak had achieved certain results and this effect is different when viewed in the different respects. However, in order to further improve the efficiency of this activity in the province, it is necessary to focus on implementing key solutions such as: improve the quality of demand forecasting and building training quotas; strengthen the quality of training via building flexible and appropriate training programs and methods, at the same time increasing investment in facilities, training, and remuneration for teachers; Apply new training fields with potentials, advantages of each locality and take them in to local development plans and programs; support post-trained labors in job creation and self-employment.

The article provides an overview of the role of enhancing workforce quality for digital transformation in the textile and garment industry, aiming to strengthen competitiveness and achieve sustainable development in the context of globalization. Experiences from countries such as China, India, and Bangladesh demonstrate the application of technologies such as the Internet of Things (IoT), artificial intelligence (AI), and blockchain have helped optimize production, improve supply chains, and create significant added value in the industry. Critical factors for the success include digital workforce training, investment in technological infrastructure, fostering a digital culture, and government support. For Vietnam, the article points outmajor challenges, including a lack of digital skills, dependence on manual labor, and limitations in technology application. Drawing from international experiences, the article suggests that Vietnam should focus on training the workforce for digital transformation, upgrading technological infrastructure, and fostering collaboration between the government, businesses, and educational institutions. These solutions will contribute to enhancing competitiveness, meeting international standards, and achieving deeper integration into global value chains, thereby laying the foundation for sustainable development.

Labour migration is a livelihood strategy that contributes to increasing income and improving the lives of migrant workers. Labour migration is increasingly common in developing countries. In Vietnam, in 2019 the country had 6.4 million migrant workers, accounting for 7.3% of the total population. Therefore, when the Covid-19 pandemic broke out, migrant workers were severely affected by losing jobs and income, falling into psychological stress and reduced quality of life. Although the Covid-19 pandemic was over the consequences of the Covid-19 pandemic still take a lot of time to overcome. Therefore, this article aimed to describe the impact of the Covid-19 pandemic on migrant workers in Vietnam by analysing domestic research results. The results of the article can be considered by concerned policymakers and governments to issue policies for migrant workers in the new context when the Covid-19 pandemic gone by. From there, lessons can be drawn for coping with other types of shocks that may occur in the future.

A study was conducted to determine the appropriate rates of nitrogen fertilizer for two rice varieties, OM5451 and OM6976, by applying transplanter to combine transplanting with fertilization was done to encourage farmers to apply this practice and overcome the current shortage of labor. This study was carried out at the Cuu Long Rice Research Rice Institute with the aim to contribute to environmentally friendly rice production practices. Four slow-release fertilizer treatments were conducted in 2020 Summer-Autumn season. The results showed that application of high rate of fertilizer in the initial stage affected the survival rate of plants in the first stage, but it became better later for all varieties. The rate of nitrogen applied and fertilization methods did not affect the rice growth of two rice varieties, but the grain yield. Head rice percentage and amylose content were best in the treatment with 70N-40P2O5- 30K2Okg/ha.
Activities of the Grassroots Women’s Unions in Building Advanced New Rural Areas in Gia Vien District, Ninh Binh Province

This study aimed to assess the activities of grassroots Women’s Unions in Gia Vien district in building advanced new rural areas. Data were collected through a survey of 158 staff members and union members. The findings reveal that the Union played a core role through various activities such as designing, reviewing, and disseminating programs; supporting members in achieving criteria on income, poverty reduction, labor, and production organization; and facilitating access to financial resources for economic development. The Union has also encouraged members to fulfill criteria related to education, culture, housing, healthcare, law, and national defense and security, while promoting cultural, sports, and environmental protection movements. However, the Union’s activities still face challenges due to limited financial resources and insufficient incentives for staff, as well as overlapping and unclear responsibilities in coordination with other organizations. Staff quality remained limited, particularly in building connections with stakeholders. In addition, members’ ability to apply acquired knowledge and skills in practice was still low. To enhance effectiveness, four key solutions are needed: strengthening financial resources, improving coordination efficiency, enhancing staff quality, and increasing members’ capacity to apply knowledge and skills in practice.

Effects of Irrigation Mat and Substrates on Watering Cycle, WaterRequirement, Growth and Quality of Potted Dwarf Marigold(Tagele patula L.)

The use of irrigation mat made from textile materials is a new research trend for hi-tech agriculture. This technology has been using in developed countries such as Germany and the Netherlands. This paper summarized the study results on the effects of irrigation mat KT2 and three types of substrates on the watering cycle, the required amount of water, the growth and quality of dwarf marigold. The study composed of three experiments. The experiments were conducted with six treatments using the random complete block (RCB) design in the nethouse from January to June 2011. The experimental results indicated the following advantages of using irrigation mats: limitation of water loss, an appropriate water amount based on the demand of plant, long moisture retention of the substrates, extended watering cycle, and reduced water requirement and labor as compared with control treatment (no irrigation mats). Growing the plants using the substrate No.3 (alluvial soil, cattle manure, sooked rice husk and coconut fiber with the ratio 1.5:1:1:0.5) in combination with irrigation mat and normal irrigation methods gave better results than the substrate number 1 (alluvial soil) and 2 (alluvial soil, cattle manure and burning rice husk with the ratio 3:1:1).

Effect of Accotab on sucker controlcapacity, growth, devepopment and yield of waterpipe tobaco

After cutting apical buds, the axilary buds The rapid emergence of suckers or axillary buds after topping significantly decreases the yield and quality of waterpipe tobaco material. The sucker removal by hand results in increased labor cost. Using Accotab for sucker control was carried out with variety Re Den in the Spring 2011 and 2012 at Tien Lang. Hai Phong.The experimentwas conducted with Accotab concentrations of 1; 1.2 and 1.5% in order to determine the most appropriate concentration for sucker control without affecting yield and quality of the products. Experimental results showed that treatment of Accotab decreased the number, length and weight of axilary buds, but increased the leaf size and productivity of waterpipe tobaco products. Accotab concentration of 1.2% was found most optimal; this concentration brought highest yield (1625 kg/ha) and highest economic efficiency (79.56 million/ha).

Effect of Resources on Incomes of Agricultural Households in Thanh Hoa Province: A Case Study at Tho Xuan and Ha Trung Districts

The overall objective of the paper was to describe the existing situation of resources and their effects onincomes of agricultural households in Thanh Hoa province through a casestudy at Ha Trung and Tho Xuan districts. The primary data were collected throughthe survey of 80 agricultural households and analyzed using descriptive statistics and multiple regression. The survey results showedthat labor quality, productive land and capital of the households were quite low. Average income of the households wasabout VND 72 millionper year, especially the income from salary and wages contributes a significant share in the household income. Land size, quantity and educational level of labor, and value of production means werepositively correlated withthe household income, wherebythe land size exerted highest impact. In addition, the accessibilityto credit, gender of household head and geographical location also significantly affected the household income.

Solutions to Sustainable Poverty Reduction for Ethnic Minority: A case study of La Ha Ethnic Minority Group in Quynh Nhai District, Sơn La Province

The study aimed to assess the current situation and propose solutions to sustainable poverty reduction for the La Ha ethnic group in Quynh Nhai district, Son La province. The study surveyed 20 officials in charge of managing and implementing poverty reduction policies at district and commune levels, and 120 households including the poor, near-poor households, and households escaping from poverty (75 La Ha ethnic group households and 45 Thai ethnic group households). It was found that, over the past time, there had been many poverty reduction policies, programs, and projects implemented in ethnic minority and mountainous areas, the life of the La Ha people in Quynh Nhai was much improved. However, the proportion of poor households in La Ha ethnic group was still high (43% in 2019), the material and spiritual life of the La Ha ethnic group was still faced with many difficulties; people's intellectual level was still very low, the illiteracy rate was still high, medical examination and treatment and health care for the people were still limited. Therefore, it is necessary to effectively implement the related policies to sustainably reduce poverty for La Ha people in Son La province, such as: (1) integrated investment in rural infrastructure; (2) Promotion of the application of scientific and technical advances in production; (3) Improvement of the accessibility and efficiency of concessional loans; (4) promotion of vocational training for rural workers, encouraging startup, labor exportation; (5) raising awareness of the people about the importance of education and improvement of the quality of general education.

Evaluation of the Current Status of Employment of Labourafter Vocational Trainingin Hung Yen Province

In order to find out the status of the employment of labour after vocational trainingin Hung Yen province, the studywasconductedwiththe survey with 240 samples of the trained laborsin Phung Chi Kien commune (My Hao district) and Phu Thinh commune (Kim Dong district) in the period of 2011-2016, combined with in-depth interviews with district and commune leaders and the trained labors. The survey results showedthat Hung Yen province was very active in promulgating policies directly or indirectly affecting the employment creation. Most of the labour were employedafter traning, mostly self-employed or working the private sector. The article also evaluates the quality of work of the workers after vocational training on a number of perspectives such as income, working time, rest time, safety and stability in work.
Design and Fabrication of Wall Painting Machine

The objective of this study was to design and develop a wall painting equipment to gradually replace human laborand increase labor productivity. The study was conducted to design and fabricate wall painting machine with a flow of 54 liters per hour. Based on the theoretical calculation, application of graphic design software, experimentation, and the principle of working, the parts of wall painting machine were designed and fabricated. Specially, based on the theories of general hydraulics and machine design, the automatic paint pumpingsystem, a type of peristaltic pump, was designed to be suitable for painting solution and painting system. The project has successfully fabricated the wall painting machine with the capacity of 300 m2 per hour, 3-4 times higher than that of the manual painting equipment with cheap manufacturing cost. The quality of painting surface did not depend on the skill of painters In addition, the system is quite compact, easy to move at construction place.
