Improving the State Management of Tourism in Tan Lac District, Hoa Binh Province

This study analyzed the current state of state management of tourism in Tan Lac district, Hoa Binh province. The study surveyed 20 managers at district and commune levels, 25 organizations and individuals doing business in tourism services, and 60 tourists who have visited Tan Lac district. The study showed that Tan Lac district has paid attention to the tourism development, but the state management of tourism in the district still had some limitations. The tourism development planning has not been synchronized; the propaganda and promotion of tourism were still sketchy; tourism human resources were still limited; inspection work was not regular. Some solutions proposed to improve the state management of tourism in Tan Lac district are as follows: Strengthening the management planning and tourism development plan in Tan Lac district; strengthening the propaganda and dissemination to raise awareness about the role of the tourism industry; strengthening the development and training of tourism human resources; diversifying tourism products, services and tours; strengthening the inspection and handling of violations of the tourism law.

Overview of Basic Theoretical Issues on the Ecotourism Development

Ecotourism development plays an important role in the socio-economic development of Vietnam. The article, therefore, aims to systematize some theoretical issues and basic viewpoints on ecotourism development. From there, some suggested research contents on ecotourism development are: developing ecotourism markets and products; developing technical facilities in tourism; developing ecotourism routes; developing human resources; enhancing brand promotion; especially environmental protection and climate change response in ecotourism development. Some factors affecting ecotourism development are also pointed out such as: tourism development policy mechanisms; tourism development planning; tourism resources; social awareness and participation of local communities in tourism; tourism infrastructure; linking tourism development between localities; local socio-economic development; digital technology and international integration.

Factors Affecting Demand of Educational Tourism to Pupils: Case Study in Mua Xuan Agricultural Center and Lung Ngoc Hoang Nature Reserve

This study aimed to identify factors influencing pupils’ demand on educational tourism in Can Tho city and Hau Giang province at the Mua Xuan Agricultural Center and Nature Reserve Lung Ngoc Hoang. The influencing factors were measured and tested by Cronbach alpha, Principal Component Analysis (PCA) and Binary Logistic regression. 20 teachers and 400 pupils at junior high schools and senior high schools in Can Tho city and Hau Giang province were interviewed to identify their demand on educational tourism, factors affecting their demand as well as design expected educational tours. The results of analysis revealed the factors affecting pupils’choice on educational tours, namely types of educational tourism, activities related to environment organized by schools and pupils’ knowledge and attitude on environment, pupils’ expectation on the tourist sites, pupils’ purposes for their tours and their experience on ecotourism. Besides, pupils’ gender, grade, living location and pupils in grade 12 also affect their choice in educational tours. Mua Xuan Agricultural Center and Lung Ngoc Hoang National Reserve can organize educational tourism by applying those factors. Introducing educational tours, regularly collecting detailed demand from schools and pupils and making contracts with schools every year should be implemented to exploit effectively educational tourism in the two study sites.

Solutions for Agritourism Development: A Case Study in Yen Thuy District, Hoa Binh Province, Vietnam

This study aimed to assess the current status and propose solutions for agritourism development in Yen Thuy district, Hoa Binh province. The study surveyed information from 10 state management officials in tourism and agriculture, 30 tourism service businesses, and 50 tourists. The results showed that agrotourism activities in Yen Thuy district have achieved many positive outcomes in recent times, contributing to economic restructuring, increasing income for local people, promoting sustainable agriculture, and preserving local cultural values. However, agrotourism in the Yen Thuy district is still in its early stages and has not been fully exploited, with constraints such as insufficient investment capital, poor quality of human resources, inadequate infrastructure, and limited tourism products. Therefore, to develop agrotourism in Yen Thuy district in the future, it is necessary to focus on agritourism development planning; improving the quality of human resources for tourism services; investment and upgrading of infrastructure; diversification of agritourism products; and promotion of market research, advertising, and promotion of agritourism development.

Theoretical Issues on Sustainable Development of Agricultural Tourism

Agricultural tourism presents significant opportunities for the comprehensive transformation of rural and mountainous areas by fostering activities that enhance income, generate employment, and strengthen community responsibility in preserving natural environments as well as local cultural, historical, and traditional values. Based on previous research, this article systematically synthesized theoretical issues related to sustainable agritourism development. These issues include resource planning to support agricultural tourism development, organizing businesses and forming supply chains for agricultural tourism products, constructing and optimizing tourism infrastructure, enhancing the effectiveness of collaborative activities, and advancing marketing, advertising, promotion, and market access strategies. The theoretical foundation for sustainable agritourism is essential in shaping the interconnected activities involved in policy-making, resource mobilization, planning, business management, and monitoring within both regional and inter-regional contexts. In Vietnam, the overall planning for agricultural tourism development must prioritize systematic and community-based approach to ensure the sustainability and long-term success of this sector.

Developing Human Resources for Tourism in the Viet Bac Interzone

Human resources have emerged as a critical driving force as the tourism market integrates and transitions towards a digital economy. Previous research has highlighted the challenges faced by the tourism human resources in the Viet Bac Interzone for enhancing living standards and preserving unique historical and cultural values. Based on the secondary sources, this study evaluates the current state of human resources for tourism and outlines strategic solutions for the development within the region. The proposed framework includes several key initiatives: refining mechanisms and policies for tourism development and high-quality human resources, enhancing the effectiveness of forecasting and planning, ensuring a balance between the supply and demand of tourism human resources, boosting investment, and enhancing the capabilities of institutions training tourism human resources, fostering early and far-reaching development of tourism human resources, strengthening regional collaborations in training and development to elevate the quality of tourism human resources, and implementing advanced technology to enhance the productivity of tourism human resources.

Theoretical Issues on the Development of Craft Village Tourism

The objective of the article is to review bacsic theoretical issues concerning craft village tourism. The article used information and data from domestic and international research publications. The combined results show that craft village tourism is a trend and necessary to increase income, preserve traditional culture and develop sustainable rural areas. Craft village tourism development is influenced by policies, planning, resources and characteristics of the craft villages; tourism market and demand, digital technology, community awareness and participation. Beside financial resources, the development of local businesses and the role of local authorities are also factors affecting craft village tourism. To develop craft village tourism, it is necessary to pay attention to developing the craft village tourism market and products, facilities, landscape environment and craft village space. Developing tourist routes to craft villages; developing human resources and enhancing promotion of craft village tourism brands are also important contents of craft village tourism development.

Developing Agritourism in Thach That District, Hanoi City

The study was conducted to evaluate the current status of agritourism development in Thach That district, Hanoi City. Primary data were collected from 150 tourists, 100 local farmer households, 05 tourism management officers at district and commune levels and 03 tourism experts. The research results indicate that agricultural tourism was developing fragmentarily and facing with many difficulties in land mechanisms, monotony of tourism products, lack of connection with travel agencies, lack of tourism technical facilities and human resources for agritourism. To promote the development of agritourism, Thach That district needs to have specific mechanisms and policies on land, raising awareness and tourism skills for the community, diversify and improve the quality of products, and strengthen promotion and advertising for agritourism.

Ecotourism Development in XuanThuy National Park

Ecotourism is growing rapidly and actively contributes to the improvement ofthe livelihoods of local people, tourists' understanding of biodiversity and protectionof natural resources. The article aimedatpointingout the current status of ecotourism development activities and thereby proposing solutions to improve the efficiency of ecotourism activities in Xuan Thuy National Park. In addition to secondary information, primary data were collected from 110 tourists, 35 households participating in providing ecotourism services, 2 management staff of Xuan Thuy National Park, and 12 managers at district and commune level. The research results show that ecotourism development has had an unstable growth over the past time and was facing many difficulties and challenges such as poor infrastructure for ecotourism, low level of human resources, etc. The tourism expertise wasnot high as well as tourism products werelimited, and lackedcohesion with tour operators and routes in attracting visitors. The solutions to promote ecotourism in Xuan Thuy National Park are suggested as follows: organizing and promoting ecotourism development; improvingthe efficiency of management and protection of natural resources and the environment; investingin infrastructure for eco-tourism in Giao Thuy district.
Solutions for Tourism Development in Phia Den Traditional Vermicelli Craft Village, Cao Bang Province

Craft village tourism is a harmonious combination of tourism development and the development of the typical handicrafts of each craft village. his study was conducted to assess the current situation and, on that basis, propose solutions for tourism development in the Phia Den traditional vermicelli craft village, Cao Bang province. The study used SWOT analysis methods, secondary data collection, primary data collection with 36 households and 30 tourists, group discussions with 16 participants, and in-depth interviews with 6 provincial officials related to tourism and craft villages. The results showed that Phia Den traditional vermicelli craft village has great tourism potential, however, tourism activities are still very limited. Based on the assessment results, the authors have proposed five solutions to promote tourism activities in craft villages, including: Building tourism products and promoting links between Phia Den vermicelli producers in the craft village; Connecting and promoting tourism; Building human resources for tourism; Planning and building infrastructure; Improving the quality and perfecting product design of vermicelli products.

Economic Valuation of Thien Cam Beach in Ha Tinh Province

Economic valuation of tourist area is considered as an important instrument for policy making, determining economic mechanisms, as well as identifying tools for effective and sustainable management of tourist resources. Travel cost method (TCM) was applied to estimate demand schedule and economic value of Thien Cam tourist area. Findings show that economic value estimate of Thien Cam tourist area in 2013 was VND7,993.7 billion. This figure is much higher than the total turn-over of tourist service providers at Thien Cam tourist area of VND115.3 billion in 2013, indicating that economic potential of Thien Cam tourist area was underutilized. Based on these findings, the paper has proposed some measures to enhance income for tourist service providers and the economic value of Thien Cam tourist area.

Impact of Covid‐19 Pandemic on Ninh Binh’s Tourism

Tourism has been identified as a key economic sector of Ninh Binh province. Tourism is also a service business sensitive to impact of the epidemic. The Covid-19 pandemic has caused a huge impact on Ninh Binh’s tourism industry in recent years. The purpose of this article was to clarify the impact of the Covid-19 pandemic on Ninh Binh tourism. The data was collected from 50 tourism service businesses, 200 tourism industry workers and 20 tourism managers in Hoa Lu and Gia Vien districts of Ninh Binh province. The survey results show that Covid-19 reduced 70-80% of visitors, thereby affecting negatively the revenue from tourism businesses. Many tourism workers lost their jobs or had to switch to other jobs. However, the number of accommodation establishments did not decrease but increase slightly. From the sesults, several solutions have been proposed from the research results to overcome negative impacts of the Covid-19 pandemic.
The Evaluation of The Development of Sea Island Tourist Sustainabilityin Bai Tu Long Bay

Bai Tu Long Bay Tourism plays an important role in the economic -social development of Van Don island district, Quang Ninh province. However, the island tourism is facing to the risk of unsustainable development on several aspects. A survey was carried out throughsurveying641 tourists, 100 local people and 25 local leaders and staffs in order to analyze the current situation of tourism development and assess its sustainability. The results of the study showed that touristactivities is growing, contributing to economic growth, reducing the poverty rate, and creating jobs for local people. However, the tourism of Bai Tu Long Bay currently faces withproblems of the environmental pollution,traditional cultural deterioration, and risk of destabilizingsecurity and order. The study has provided recommendationsand key solutions for sustainable tourism development on planning, environmental protection, human resources improvement and tourism promotion.

Reproductive Biology Characteristics of Mangrove Bengal Eel (Ophisternon bengalense)

The biological reproductive properties of the mangrove Bengal eel (Ophisternon bengalense) were investigated using samples taken once a month (30 samples) during a 12-month period in Tac Van commune, Ca Mau province. Samples were collected and transported to the College of Aquaculture of Can Tho University for analysis. In April and November, the maximum condition factor (CF) was 0.0012 g/cm. This finding confirms that mangrove Bengal eel is a hermaphroditic species. The typical sex ratio in wild populations of male, hermaphrodite, and female was 35.6%, 4.5%, and 58.8%, respectively. The lowest energy accumulation coefficient (HSI) occured in March, April, and October (1.78-1.79%). The highest gonad index was observed in March, April, and October (1.29, 1.47, and 1.27, respectively), however, the highest maturity rate occurred in April and October (46.7%). Absolute fecundity of mangrove Bengal eel ranged from 100 to 540 eggs/female. The relative fecundity ranged from 1.12-10.8 eggs per gram of body weight. The average egg diameter in stage III was 1.99mm, while in stage IV was 4.40.

Agritourism is a popular type of tourism in developed countries, but it has been only paid attention to by developing countries including Vietnam recently. Developing agritourism brings much benefits such as diversification of agricultural activities, economic growth, preservation of cultural identity, production, and reduction of environmental pollution, but remains some limitations. This paper presents the results of the overall analysis of experiences in developing agritourism in the world, opportunities, and challenges for agritourism development in Vietnam. From there, some suggestions on the policy for agritourism development of Vietnam in the coming time are proposed.
Study on Domestic Tourists’ Satisfaction with Tourism Service Quality at Duong Lam Ancient Village

The study identifiedmain factors and evaluatedthe satisfaction of domestic tourists with the quality of tourist services in Duong Lam Ancient Village. Several reseach methodologies were applied in this study, consisting of descriptive statistics, comparative statistics, Exploratory Factor Analysis (EFA) and the Multiple Variable Regression. The findings of the research indicatedthat the satisfaction of domestic tourists with the quality of tourist services in Duong Lam Ancient Village was influenced by 35 single indicators categorized into 6 factors, viz.service ability;prices of goods and services; culture; traditional handicrafts; traditional festivals; cuisine. About 80% of domestic tourists satisfied the tourist quality in the ancient village. However, some visitors have complained about the poor quality of tourist services in the ancient village. Therefore, to capture the tourists’ satisfaction, it is necessary to diversify tourist services as well as maintain and improve the current tourist service quality.
Community Based Ecotourism in Giao Thuy District, Nam Dinh Province: Current Status and Solutions for Land Use

Community based ecotourism will contribute to ensure sustainable socio-economic development, integration and cross-cultural intersection. The research was conducted in Giao Thuy district where attractive natural scenes and charming relics are located. Surveying 400 tourists and 400 individuals engaging in tourism services showed that visitors highly appreciated historical relics and reserved natural areas of the district. The related infrastructure, hotel accommodation, food services are in well rated. However, visitors were concerned about the comfort and facilities, response to errors in service and feedback to tourists’ questions, sanitary condition, security and asset protection during visit to Giao Thuy district. In the period of 2000-2012, as the result of community based eco- tourism, the land allocated for that purpose increased to 636.24 hectares. In order to develop community based eco-tourism, the following solutions were proposed: rational tourism resource use planning, appropriate policies, increased advocation and full use of local resources.
Roots Tourism Development in Phu Tho Province: Current Situation and Solutions

Located in the central mountainous area of northern Vietnam, Phu Tho province is considered as the bridge between the North West area with Hanoi and the Northern plain provinces. Phu Tho’s tourist striking advantage is that Phu Tho is regarded as the land origin of Vietnam, with two world heritages, 1372 relics, 260 festivals, and more than 13,000 artifacts throughout the long period of construction and development of the country. These present the precious cultural heritage and are the pride of the ancestral land in the flow of thousand years history of the nation. However, up to now, Phu Tho cultural heritage tourism is still not the destination for many visitors. This article reflected the current situation of roots tourism development in Phu Tho and proposed a number of solutions for roots tourism development in the province.

Tourists’ Satisfaction toward Tourism Service Quality at Khoang Xanh - Suoi Tien Tourist Area, Ba Vi District, Hanoi City

The study was conducted to evaluate tourist’s satisfaction and identify the factors affecting tourist's satisfaction with the quality of tourism services at Khoang Xanh - Suoi Tien Tourist area. Descriptive statistical methods, comparative statistics, exploratory factor analysis (EFA), and regression analysis were used. The research results showed that tourists' satisfaction with the quality of tourism services at Khoang Xanh - Suoi Tien Tourist area was influenced by 6 groups of factors in descending order: quality of catering services, tourism landscape, service prices, quality of infrastructure, accommodation and entertainment services. Then, the study made several recommendations to improve tourist’s satisfaction to the place in the future.

Indicator Framework and Methods for Assessing Tourism Carrying Capacity of Community-Based Ecotourism in Vietnam - A Review

Tourism carrying capacity is a critical tool for sustainable tourism management, particularly important for community-based ecotourism (CBET) in Vietnam. Using a systematic review approach following the PRISMA protocol, from an initial 127 documents, the study selected 36 high-quality publications (2013-2023) from Scopus, Web of Science, and domestic sources to propose an indicator set comprising 23 components across 4 groups: environmental (5 indicators), social (6 indicators), economic (6 indicators), and management (6 indicators), of which 12 are core indicators and 11 are supplementary indicators. The weights of the 4 criteria groups were determined through the Analytic Hierarchy Process (AHP) with 7 experts (CR = 4.78%): environmental carrying capacity 28.9%, management carrying capacity 26.0%, social carrying capacity 23.9%, and economic carrying capacity 20.5%. The Tourism Carrying Capacity Index (TCCI) was calculated using the formula TCCI = 0.289 × ENV + 0.239 × SOC + 0.205 × ECO + 0.260 × GOV, with classification thresholds: 0-0.2 (Extremely overloaded), 0.2-0.4 (Overloaded), 0.4-0.6 (Warning), 0.6-0.8 (Balanced), 0.8-1 (Safe). This is the first multidimensional assessment framework specifically designed for CBET in Vietnam, integrating the central role of local communities and the distinctive characteristics of small-scale ecological conservation.

Development of Agricultural Cooperatives Associated with Tourism: Experience from Some Cooperatives in the Northern Mountainous Area, Vietnam

Developing agricultural cooperatives associated with tourism is a way to meet the principles of sustainable development, it not only brings social benefits but also environmental and economic benefits to both the members and community. This study aimed to summarize experiences from three agricultural cooperatives models associated with tourism in three provinces in the Northern mountainous region of Vietnam. The information were collected from in-depth interviews with cooperative managers and group discussions with cooperative members. The results show that, besides the advantages in resources and “double” benefits for the community and members, the model of agricultural cooperatives associated with tourism still faced various obstacles not only in business size and running capital but also tourism knowledge and agricultural product promotional skills of members . Therefore, to promote this model, it is necessary to focus on improving either the capacity of managers and cooperative members, especially in tourism knowledge and selling skills or perfecting legal policies of land scale and equity.

People’s Participation in Community-Based Tourism Development in the Pre-And Post Covid-19 Pandemic: Case Study in Moc Chau, Son La

Enhancing people’s participation in community-based tourism (CBT) development process is a solution to develop a sustainable tourism, to preserve the indigenous culture andimprove the lives of ethnic minorities, particularly in region of cultural diversity of Moc Chau, Son La, especiallly in the context of Covid-19 pandemic. This study was carried out to assess people's change in tourism participation before and during the Covid-19 period. The people’s participation assessment was done by analyzing the information gathered from 198 households using descriptive statistics. The findings demonstrated that the participation level in CBT development activities was extremely poor or at induced level of Tosun's typology. The participation in the post-Covid-19pandemic was similar to the pre-Covid period. This was due to people’s dependency on the local government, low degree of linkages of the stakeholders in the CBT as well as low effect of the the Covid-19 pandemic on the household's income from tourism.
The Impact of Tourism Development on Farmers’ Livelihoods: Theories and Lessons Learned for Vietnam

The objective of the paper is to synthesize theoretical, practical, relationship, and influence issues of tourism development on economic - social- environmental livelihoods and directly impact on the livelihoods of local people; especially, the relationship between tourism development and the livelihoods of local communities. The results have shown that most investigations and the reality of tourism development models in the world as well as in Vietnam have not had only positive effects but also negative effects from economic -social -environment perspectives, and livelihood of local communities. The most positive effects of tourism development on livelihoods are to change the livelihoods of local people from being largely dependent on agricultural production for greater diversity, and higher incomes. The most obvious negative impact is the unequal distribution of benefits of local people and tourism development companies; Besides, there is a negative influence of social evils to the local traditional cultures.
Developing Community-based Tourism Associated with Agricultural Production in Ba Vi District, Hanoi

This study aimed to analyze the current situation of community-based tourism development associated with agricultural production in Ba Vi district, Hanoi city. The study was conducted on local officials and farmer households participating in the community tourism associated with agricultural production and 187 visitors using direct interview. Collected data were processed through SPSS software and Cronbach alpha coefficients, factor analysis and regression analysis were employed to assess the satisfaction of tourists on community-based tourism associated with agricultural production. The results show that tourism development to satisfy tourists in the area relied on 6 factors, viz. accommodation (0.365), food and beverage (0.318), infrastructure (0.286), service price (0.178), experience activities (0.169), and tourist service staff (0.165). Therefore, in order to further develop the community-based tourism associated with agricultural production in Ba Vi district, local authorities and tourist site managers need to invest and upgrade infrastructure, accommodation facilities, expanding catering services and shopping activities, diversifying experience activities and improving service skills of tourist staff.
